Specific League rules and General By-Laws are posted below.  In cases where there is conflict between league rules and general by-laws, the league rule takes precedence.

General By-Laws:


The objectives of these leagues are to provide the opportunity to learn the game of basketball in a positive, constructive atmosphere of competion; reflecting good sportsmanship and quality play while developing meaningful relationships among the personnel, schools and organizations of our Catholic community.

League Structure 

​

These leagues are primarily for every parochial school within the boundaries of Campbell County. Each independent league is administered by a league director(s). The director(s) has the responsibility of insuring that every participant adheres to and follows the by-laws and procedures. The director(s) collects and reviews all requested documents by the league prior to player participation. The director(s), to the best of his/her/their ability, shall structure divisions to meet the objectives of the league. Team placement is based on team makeup and information provided by the schools. The director(s) shall provide schedules and assist with the normal operation of the league.

Any request that takes exception with any league by-laws shall be presented to the director(s). The director(s) shall present the request to the participating schools. The director(s) shall be responsible for obtaining a consensus decision. That decision shall be the league's official position on any given request. The participating schools’ decision shall be final and administered by the director(s).
 
If an issue cannot be resolved by a consensus of the participating schools an advisory board shall be assembled. This advisory board will consist of a representative from each participating parish. The pastor of the participating parishes will be responsible for appointing a parish representative who is knowledgeable of the league's rules and objectives and who can represent their parish in a non-biased and impartial way. The appointed representative shall have no direct affiliation with any existing parents or players. Mindful of the league objectives and by-laws this advisory board shall make the final decision.

Coaches will be governed by the decisions of the league director(s); if necessary a meeting of coaches may be called to resolve unusual or complicated issues. The presidents of Saint Mary, Saint Joseph, Saint Thomas, Saint Therese, St Catherine boosters and leadership from Bishop Brossart and Newport Central Catholic Athletic Departments would also attend this meeting.

League Bylaws 

​

  1. Each team shall consist of no less than eight (8) nor more than fifteen (15) players. Schools with only one team at a divisional level are not bound to meet the minimum team requirement. 

  2. The player must attend the parochial school for which they will represent. Exceptions can be made with the full approval of the coaches. Any special cases regarding eligibility will be determined by the league administration.

  3. It is strongly suggested that each player is passing in three-fourths of their subjects.  Individual athletic clubs should manage grade verification independently according to their by-laws.

  4. Each team must submit a team roster prior to the first game of the season. The league administrator shall be notified before a player may participate. Any special cases regarding eligibility will be determined by the league administration.

  5. Any parish which has more than one team in the league shall abide by the following limitations: 

    1. Each team must have a distinct and separate head coach. 

    2. Each player must remain on the same roster for the entire year. 

  6. In case of inclement weather, all teams will be notified of cancellation on the day of the games. We will play if at all possible. 

  7. A team will be permitted ten (10) minutes past the scheduled starting time to field five roster players without danger of forfeiting the game. At no time will a team with five roster players present be granted additional grace time. The game shall start as soon as five players are available. If not the game shall be forfeited. Extraordinary circumstances can be declared cause for delay by the league administrator. 

  8. If the coach of record is not in attendance, a substitute coach must be designated to the officials. 

  9. Only coaches, players, manager and team scorer are permitted on the team bench during a game. 

  10. Coaches will be responsible for the conduct of the players and his team's fans at all times while on the premises. 

  11. The game ball will be furnished by the league and will be the intermediate size ball. 

  12. Unless otherwise noted the league will be governed by the 2020-2021 Kentucky High School Athletic Association Federation Rules published by the National Federation of State High School Associations (exceptions as noted within division rules). Officials will be in complete charge of administering these rules. 

  13. Hostility among officials, coaches, players and fans will never be acceptable and is contrary to the ideals, goals, and standards of this league and the organizations in it. As such, ungentlemanly or unladylike conduct will be dealt with in a severe manner by the league administration. 

  14. The visiting team shall be responsible to arrange for non-conflicting primary colors to be worn in their game. Skins/shirts or plain unnumbered tee shirts are never acceptable. 

  15. Once league games are scheduled they will not be changed by the league. If games are changed, it must be worked out in advance and the league notified of the change for that weekend by Thursday 9 P.M.
